Search behavior - partial words?

Example: I'm looking for a file called Cardinal Quick Reference. I ran a search for it that I assumed would work, "quick ref cardinal" but got no results.
So I reduced my search to just "cardinal" to confirm it was there, which it was. It seems that the search functionality doesn't work for partial words? As a fix I tried tag training, setting up "ref" as an abbreviation for "reference" but my results were the same.
So two questions - should a partial-word search result in a match? And second, am I misunderstanding the concept of tag training?
